Blue badge scheme

This is a national scheme that provides a range of parking concessions for people with long term severe mobility problems. The blue badge (and the clock device where necessary) should be displayed in a vehicle only when a badge holder is being carried, whether as the driver or as a passenger.

Surrey County Council administer the scheme for Surrey residents. The cost of a blue badge is £10 and it is normally valid for three years. You can find out more on the Surrey County Council website at  Apply for a Blue Badge and further information

Yellow lines (single or double) may be used for parking provided there is not a loading ban indicated with kerb marks and nearby signs. On yellow lines there is a three hour limit and your clock device must be used to show the arrival time.

Parking bays: Dedicated bays (eg permit holders, doctors, loading etc) may not be used. On street bays for limited time parking or residential parking may be used by blue badge holders for free, without a time limit, upon display of a blue badge.

Full details of where and where not to park are contained in the booklet supplied when a blue badge is issued. Different rules may apply outside the area of Epsom & Ewell Borough Council.

Disabled parking facilities

Blue badge charges apply within all our car parks. During charging hours in our pay and display car parks, a blue badge holder is entitled to one hour’s free parking subject to payment of the minimum fee. So for example if you wish to stay for two hours in the car park you must purchase a pay and display ticket for one hour and display this alongside your blue badge on the dashboard. If you wish to stay for three hours you must purchase a pay and display ticket for two hours and so on.

In order to receive the same discount within our barrier controlled car parks you must apply for a blue badge parker card. The blue badge parker card can be used to enter and exit the car parks, pay the fee for each visit or be used as a pre-paid top up card allowing you to make multiple visits to the car park without the need to visit the pay station.

The blue badge parker card can be used in the Ashley Centre and Hook Road car park.

The parker card is valid to the expiry date of your blue badge and is issued subject to evidence of your blue badge.

A £15 charge applies for any lost or damaged parker cards.
