2024 polling district and polling place review

The 2024 review of polling districts and polling places in Epsom and Ewell starts on 21 November 2024, and views are invited from electors within the districts as well as from persons or bodies with expertise in relation to access to premises or facilities for persons with any form of disability. The deadline to make representations on this review is by no later than 5pm, 2 January 2025.

Review of polling districts and polling places

Under the Review of Polling Districts and Polling Places (Parliamentary Elections) Regulations 2006, all local authorities are required to carry out a review of polling districts and polling places on a regular cycle.

The Electoral Registration and Administration Act 2013 introduced a change to the timing of compulsory reviews of UK parliamentary polling districts and polling places. 

The Epsom & Ewell parliamentary constituency consists of the whole of the Epsom & Ewell borough plus the Ashtead and Leatherhead wards from Mole Valley District Council. This council conducts reviews on the polling districts/places within the Epsom & Ewell Borough Boundaries only. The other polling districts/places which make up the rest of the parliamentary constituency are reviewed by the relevant council concerned.

The purpose of these reviews is to seek to ensure that:

  • All electors have reasonable access to voting facilities
  • Polling places are accessible to all electors including those with disabilities

The 2023 review was undertaken in October 2023 and considered by the Strategy and Resources Committee and Full Council in early 2024 (links are provided below).

Parliamentary boundary reviews

The Boundary Commission for England is an independent non-departmental public body which is responsible for reviews of parliamentary constituency boundaries. The Commission is required by the Parliamentary Constituencies Act 1986 to review the parliamentary constituencies in England every five years. Local Government boundary reviews

The Local Government Boundary Commission for England is responsible for administering local government electoral arrangements.

Changes outside of reviews

Changes to polling places/stations can be made outside of a statutory review, if circumstances change to effect existing arrangements.  Smaller reviews maybe undertaken at anytime if required.  In the event of a change to an existing polling place/station, either permanent or temporary, voters will be notified of the change by the Returning Officer on the official poll card.
