I am coming to Epsom for a quick visit to the shops. Where should I park?

  • Town Centre short stay - Town Hall (rear park) - £1.50 for 30 mins
  • Shopping Centre – Ashley Centre - £2.50 for up to 1hr
  • Depot Road / Upper High Street - £2 for up to 1hr

I am coming to Epsom for a few hours to browse the shops and have lunch. Where should I park?

  • Ashley Centre – convenient, town centre
  • Depot Road / Hook Road – A short walk from the east side of town 

I need to park in Epsom all day. Where should I park?

  • Hook Road Multi-Storey (a short walk from the station) - £8 all day
  • Depot Road / Upper High Street -  £8 all day

If you are a regular commuter to or from Epsom, why not invest in a parker card which allows you to park in Hook Road Car Park* for £4 for the day or in the Ashley Centre car park for £8 all day (the latter available to those who work in Epsom only).

*Please note that Hook Road Car Park is closed and locked at 11pm Monday to Friday and at 8pm on a Saturday.

I am coming to Epsom in the evening to have some dinner and watch a show/film. Where should I park?

  • Epsom Playhouse – Ashley Centre Car Park offers £5 for up to 5 hours
  • Cinemas – Depot Road £4.50 for up to 5 hours

I am visiting the Rainbow Leisure Centre. Where should I park?

The Rainbow Leisure Centre does have its own car park but it can get busy at peak times therefore Hook Road Car Park, a short walk away, offers an alternative with Leisure Centre users able to park for up to 3 hours for a reduced rate of £2.

Why are the charges different in each car park?

The charges in our car park are set so as to allow each car park to be predominantly used for it’s expected purpose.

  • Town Hall / Hope Lodge = short stay
  • Ashley Centre = short to medium stay – shopping, lunch, Epsom Playhouse
  • Hook Road / Depot Road = all day parking + for visits to Rainbow Centre or cinemas.

Why are some car parks so expensive to stay all day?

The car parks at the Town Hall / Hope Lodge and the Ashley Centre have an all-day rate of £25 to deter people parking there all day. This enables space to be available for those visiting the local shops, entertainment or food and drink establishments. Alternative parking is available for long term stays in Hook Road or Depot Road car parks.

Why do I have to pay to replace a lost token?

The car parks at the Ashley Centre and Hook Road use a token-based barrier control system. The tokens contain a microchip which records the time of entry, rate of payment due and allows the vehicle to exit. It is therefore important to retain the token, even after you had paid for parking, to allow your vehicle to exit.

If you are unable to produce your token at the exit barrier then a lost token fee may be charged equivalent to £6, plus your parking fee. A receipt cannot be accepted as proof of payment.  

Our car park pay machines do have an intercom in case there is any issue at time of payment.

I have an electric vehicle. Where can I charge in Epsom and Ewell?

  • Ultra Rapid – Depot Road Car Park
  • Rapid – Town Hall (rear) Car Park
  • Fast – Ashley Centre, Hook Road and Dorset House car parks

These have been installed as part of a joint working venture with JoJu (Solar) and funded by Mer.

Please note that a pay and display ticket is required when parking in our surface car parks to charge.

Surrey County Council are also working on a programme of installing on-street electrical charging locations.

Do you have any parent and child spaces in your car parks?

Parent & child spaces are located in our car parks at the Town Hall (rear), Depot Road, Hook Road and the Ashley Centre. In the Ashley Centre car park they are located on Level 4 near the lift lobby to provide easy access in a quieter section of the car park.

What are the rules regarding blue badge parking in your car parks?

Since 2010, it has been requirement for blue badge holders to pay a parking fee in our Borough Council car parks. In or pay and display car parks one free additional hour’s parking is permitted following the expiry of a valid ticket. In our barrier-controlled car parks you can apply for a blue badge parker card, which also allows an additional hour of parking for free (i.e. a two hour stay is charged at the one hour rate).

Are your car parks open 24/7?

All of our car parks are open 24 hours a day, 7 days a week with the exception of Hook Road Car Park. Hook Road is closed and locked at 11pm during the week, at 8pm on a Saturday and remain closed and locked all day on Sundays and Bank Holidays.

Can I purchase a permit or season pass?

We have a number of permit options available within our car parks.

For residents:

  • Hook Road Car Park – permits available for residents who live within 300m of the car park
  • Upper High Street – permits available for residents who live in Upper High Street or Stevens Close
  • Adelphi Road – permits available for residents who live in Adelphi Road (waiting lists may apply)
  • Hudson House – permits available for residents of Hudson House (waiting lists may apply)
  • Stoneleigh Parade – permits available for residents who live within 300m of the car park
  • Chessington Road – permits available for residents of Oakdale Road, Richards Field, Belfield Road (1-30) and Chessington Road (93-169 odds, 166-220 evens).
  • A limited number of new evening and weekend parking permits are available for Hope Lodge or the Ashley Centre Car Parks.

Weekly tickets can be purchased at the pay machines in the car parks at Depot Road, Upper High Street, Dorset House or Ewell High Street.

How and why are the car park charges set as they are?

Local councils face an extremely difficult challenge in delivering a balanced budget since the council tax cap was introduced back in 2012. This has been compounded with the removal of the Government funding, which councils used to receive. In addition, the costs associated with inflation, materials and labour have far exceeded the planned expenditure across all the services.

For car parks, the borough offers a variety of different tariffs for short-, medium- and long-term use. The fees and charges are studied along with usage and the offering the car parks provide, by a cross-party Car Park Working Group. Their recommendations are then also considered by the cross-party Environment Committee before the fees and charges are then recommended as part of the budget setting process and agreed at full council.

The income generated from our car parks goes towards the cost of operating and maintaining them, but also goes towards supporting other essential council services.

If I choose not to drive to Epsom, what other options are available to me?

Epsom is well served by public transport options and caters for more sustainable forms of transport. A number of bus routes visit Epsom Town Centre and Epsom train station is conveniently located in the centre of town. If you choose to cycle, then bike racks are available at the train station, on the market square or within the car parks at the Ashley Centre, Town Hall or Depot Road. Epsom also has several walking routes available allowing people to visit the retail offering, but also enjoy our parks and open spaces.
