As part of our Budget and Policy Framework, we adopt a corporate plan and other strategies. These documents help ensure we engage with our stakeholders, and direct our resources in such a way that public money is safeguarded, properly accounted for and used economically, efficiently and effectively.
In light of Local Government Reorganisation and its likely timescales of the vesting day in May 2027, the Council has adopted new Strategic priorities for 2025-2027. The Strategic Priorities stand in place of a new long-term corporate plan, and reflect the timescales of Local Government Reorganisation. The seven priorities are:
- Explore and Implement future local governance (i.e.Town/Community Council)
- Move old Town Hall into existing new Town Hall
- Investigate future options for the existing Town Hall, 70 East Street
- Carry out and complete major Asset Review
- Create an Epsom Town Centre Car Park Strategy and Deliver the Hook Road (Utilities site) Car Park re-development
- Strategic Community Infrastructure Levy (CIL) projects
- Future of the Museum

The Surface Water Management Plan is an operational document produced in 2011 with funding from Government to understand sources and options for mitigating surface water flood risk in the Borough. The Plan consists of four documents, which are available to download below. Note: Environment Agency Modelling used to inform the Plan has now been updated. Please refer to the Strategic Flood Risk Assessment for further details.
