Our approach

Safer Epsom & Ewell is based on the three-phase operational framework designed by the Home Office to reduce serious and organised crime. The phases are known as Clear, Hold, Build:  

Clear 

This phase is led by Surrey Police and involves more intensive, targeted policing. 

Over the past six months, the police have made more than 150 arrests for offences such as shoplifting and drug-related crime. As a result, at least half of these arrests have resulted in a positive charge.

With a focus on areas such as motorcycle theft and Violence Against Women and Girls (VAWG), dedicated operations, proactive patrols and arrest warrants form part of the continued efforts of the local Safer Neighbourhood Team.  

Hold 

The Hold stage involves interventions to maintain the areas of safety achieved and inhibit any further organised crime presence or activity in the area. This stage showcases success from the Clear phase and let the community know what is being done and why.  

Build 

The build phase is where the Epsom & Ewell Borough Council will work with the stakeholders to deliver a multi-agency approach to create an environment for the local community to thrive and prevent the re-emergence of anti-social behaviour and serious organised crime. 

The council is working with partners on six strategic pillars. These will include: 

  • Housing 
    The council is working in partnership with Town and Country Housing to prevent and deter housing related issues linked to organised crime. 

    The aims are: 
    • To maximise the full range of proportionate interventions to deter and stop anti-social behaviour 
    • To involve local community members in our response to housing issues 
    • To fully implement the commitment within the Charter for Social Housing Residents.
  • Anti-Social Behaviour 
    The council is continuing to work in partnership with Surrey Police to prevent and deter organised crime and anti-social behaviour (ASB). Other partners are planning interventions to minimise anti-social behaviour in the four key locations.  

    The aims are: 
    • To maximise the full range of proportionate interventions to deter ASB. 
    • To undertake targeted police operations within the local area to increase visibility and raise public perception. 
    • Share positive outcomes and steer future work dependent on the communities perceived needs. 
  • Environmental 
    The Streetcare and Environmental Enforcement teams are working towards sustaining a clean and pleasant local environment, which improvs residents’ perceptions of where they live and building local pride and confidence.

    The aims are: 
    • To undertake key environmental impact days in the local area improving community pride. 
    • To deliver local community events, increasing visibility within the local community. 
    • To work with community volunteers to keep neighbourhoods free of environmental crime. 
  • Women & Girls 
    The council is working with partners to improve women and girls’ access to opportunities and resources within the local community. North Surrey Domestic Abuse Service will be leading on actions including those to combat violence against women and girls. 

    The aims are: 
    • To provide specific interventions within the community focussed upon empowering women and girls. 
    • To provide opportunities to ensure women and girls have their voice heard within the local community. 
  • Youth Voice 
    The council is working in partnership with Surrey County Council to promote the voice, influence and positive participation of young people in the community. 

    The aims are: 
    • Raise a positive profile for young people.  
    • Provide opportunities for young people to have their voice heard. 
    • Ensure that the contributions of young people are taken seriously and acted upon. 
  • Employability 
    The council is working to increase employment opportunities and role retention for residents. One such intervention is the Job Fair in April 2026. 

    The aims are: 
    • Engage with local employers and education services to provide appropriate opportunities to raise aspirations of community members.  
    • To create targeted communications to advertise employment opportunities with local employers in the area. 
    • Work with local employers to strengthen job opportunities. 

Report anti-social behaviour

Behaviour that causes harassment, alarm or distress, is anti-social behaviour (ASB). It includes rowdy or inconsiderate behaviour, littering, street drinking and vandalism. Report ASB and make sure everyone can enjoy Epsom & Ewell.
