Epsom & Ewell Borough Council no longer owns or manages any affordable housing. We work closely with registered providers (housing associations) and developers to ensure that affordable housing is provided in the borough.

Rented homes are let through Epsom & Ewell Borough Council Housing Needs Register.
Help to Buy
There are many low cost home ownership options provided through the Help to Buy scheme. These include:
- shared ownership (part rent part buy)
- equity loans
- mortgage guarantee schemes.

How is new affordable housing delivered?
We work closely with registered providers and developers to ensure that a mix of appropriate housing types and sizes are provided in the borough. This includes both rented and shared ownership properties. We regularly review the housing needs within the borough.
We have identified that we need more affordable rented housing for families. It is our priority to increase the amount of family sized affordable rented housing. We aim to do this by working with registered providers on every future development that is capable of accommodating larger properties.
There are a number of ways in which affordable housing is delivered:

registered providers purchase and develop sites for affordable housing. They may also develop land already in their possession (e.g. disused garage sites)

buying existing housing on the open market and converting it to affordable housing.

using our planning policies to require private developers to provide affordable housing on qualifying sites.

Nescot College site
A development of 2 bedroom and three bedroom houses provided by Circle Housing. There will be 11 shared ownership and 25 rented properties. Scheduled for completion 2016/17.
Ethel Bailey Gardens
A development of 2 bedroom flats and three bedroom houses provided by Orbit Housing. There will be 19 affordable housing properties which will be a mix of shared ownership and rented properties. Scheduled for completion 2016/17.
Hollymoor Lane
A development of 2 bedroom flats and 3, 4 and 5 bedroom houses provided by Orbit Housing. There will be 30 affordable properties which will be a mix of shared ownership and rented properties. Scheduled for completion 2018.
