The Council issues licences for people to drive Private Hire or Hackney Carriage vehicles, subject to a Criminal Records Bureau and regular medical checks.
Applicants will be required to be at least 21 years of age and have held a full UK/EU driving licence for at least two years prior to application. An exception may be made where an applicant has held a UK/EU driving licence for 12 months but has passed the Driving Standards Agency Taxi/Private Hire Assessment. They must also pass a Driver Knowledge Test to show an understanding of the area, conditions of the licence and the Penalty Points Scheme.
The revised Hackney Carriage and Private Hire Licensing Policy came into effect on 1 January 2012, the Penalty Points Scheme came into effect on 1 January 2011.

Hackney Carriage vehicles
Hackney Carriage vehicles may ply for hire and pick up fares. Hackney Carriages may also wait at either of the two 24 hours taxi ranks or the two evening taxi ranks within Epsom Town Centre. The main rank is situated opposite Epsom Train Station, Station Approach, Epsom. The smaller rank is situated near the Clock Tower, High Street, Epsom. The two evening ranks are situated on the High Street, Epsom close to Lloyds TSB, and on Upper High Street, close to the Odeon Cinema, these ranks operate from 9pm until 4am daily.

Private Hire Vehicles
Private hire vehicles may not ply for hire (be flagged down in the street). They are only available for prearranged bookings.
All licensed vehicles must display an external plate which identifies the vehicle, its expiry date and licence number and will have undergone a mechanical and bodywork check before being licensed.
Green Private Hire Vehicles
Vehicles which are powered by an alternative fuel, bio-fuel or diesel fuel (not solely by petrol or diesel) may be entitled to a reduced licence fee. If your vehicle meets the Band 4 of the Transport Energy Power Shift Register, is supplied or converted by an approved supplier, or is listed as meeting an equivalent emissions standard in the Transport Energy Clean Up Register, your first application for a Private Hire Vehicle Licence may be reduced by up to 50%.

If you license a vehicle for the first time which has CO2 emissions of less than 120mg/km you could also be entitled to a reduction of up to 25% of the licence fee. Please contact the Council for further information.
Private Hire Operators
As private hire work is by prior agreement and arrangement, records must be kept showing details of journeys, vehicles used and drivers. This requires a level of administration and people operating private hire vehicles must hold an operator's licence. Checks made will ensure that any operator is a fit and proper person.
